The matter of final year exam and giving average marks to the students by evaluating the marks of the previous session is stuck between the Shiv Sena-NCP-Congress coalition government and the Governor. The Governor is the Chancellor of all the Universities of the state and has already expressed opposition to this by writing a letter.

'Saamana' has done the task of provoking this controversy further. 'Saamana' targeted Governor Bhagat Singh Koshyari and wrote in the editorial that, "On receiving the letter from the opposition, the Governor wrote a letter opposing the Chief Minister's decision and also announced it in the media." The editorial states, "The governor will win or die in the same way as he is in a rage. The governor said that he should have taken them into confidence before making a decision. On that, 'Saamana' wrote that Uday Samant, Minister of Higher and Technical Education had discussed the issue with the Governor.

'Saamana' states that, "The public demonstration of differences between the governor and the state government regarding the final examination of the degree is going on. A decision could be taken about the final examination by calling a meeting of the people concerned at the Raj Bhavan. Calling the officers etc. and holding review meetings and running parallel power centres." Rashmi Uddhav Thackeray, wife of CM Uddhav Thackeray is the editor of 'Saamana' and Shiv Sena leader Sanjay Raut is the associate editor of 'Saamana'.
