Chandigarh: A case has been filed against six police officers in the Muktsar district of Punjab, including a Superintendent of Police, for their alleged involvement in subjecting an advocate to custodial torture, abetment of unnatural sex, wrongful confinement, and threats to his life. The FIR (First Information Report) has named Muktsar SP Ramandeep Singh Bhullar, Inspector Raman Kumar Kamboj, who is in charge of the Crime Investigating Agency (CIA), along with constables Harbans Singh, Bhupinder Singh, Gurpreet Singh, and home guard Dara Singh as the accused.
Sources reveal that the police had arrested the advocate and his associate on September 14, initially citing their interference with police duties. Subsequently, on September 15, both were remanded to judicial custody by the Muktsar court. The following day, the accused advocate, through his lawyer, requested a medical examination, alleging that he had suffered torture while in the custody of the CIA, and that he had been subjected to unnatural sexual offenses. On September 21, the advocate's statement was recorded in court, leading to the registration of a case against the six police officers and an order for an investigation.
The Muktsar Chief Judicial Magistrate (CJM) issued an order on September 22, directing the police to register a case against the six officers. The court treated the victim's statement as a formal complaint, invoking Section 2 (D) of the Criminal Procedure Code. This action was taken based on the prima facie evidence of cognizable offenses, including abetment of unnatural sex, causing injuries during wrongful confinement, and threats to life and liberty.
The court's order further emphasized the existence of sufficient grounds for proceeding against the accused police officials. In response, the SHO (Station House Officer) of PS (Police Station) Sadar Sr Muktsar Sahib was directed to initiate an investigation after registering a case against them. In a show of solidarity, the Punjab and Haryana High Court Bar Association has decided to abstain from work, demanding the arrest and dismissal of the accused police officers. The police officers involved have been charged under various sections of the Indian Penal Code, including Section 377 (unnatural offenses), Section 342 (wrongful confinement), and Section 506 (criminal intimidation).
