Steps taken to rehabilitate coastal people hit by rising sea level

New Delhi: The Union government has developed strategies to help those living in low-lying coastal areas who may suffer negative effects from increasing sea levels in the upcoming ten years, said Union Minister Jitendra Singh.

The minister stated in a written response to a question in the Rajya Sabha that the NDMA had created a draught policy on "Mitigation and Rehabilitation measures for people affected by Coastal and River Erosion" to address the widespread human displacement brought on by coastal and river erosion.

The minister emphasised that the Ministry of Earth Sciences' independent Indian National Centre for Ocean Information Services (INCOIS) has developed Coastal Vulnerability Index (CVI) mapping to evaluate the effects of sea level rise along the Indian coast. He said, this exercise has generated maps using 7 input parameters viz. shoreline change rate, coastal elevation, sea-level change rate,  coastal geomorphology, coastal slope, significant wave height and tidal range.

In order to undertake coastal conservation measures, several Central and State government agencies and stakeholders were given access to a report titled "National Assessment of Shoreline Alteration along Indian Coast." The State Governments and UTs are receiving technical assistance and guidance from MoES through its institutes to address the danger of coastal erosion.

Since 1990, the National Centre for Coastal Research (NCCR), Chennai, an associated unit of MoES, has used remote sensing data and GIS mapping tools to track shoreline erosion.

As per the Ministry of Earth Science, a total of 6907.18 km long coastline of the mainland was analyzed for the period from 1990 to 2018. It said that 33.6 percent of the coastline is under varying degree of erosion, 26.9 percent is of accreting nature and the remaining 39.5 percent is in a stable state.
