'Stop dividing terrorism into good and bad..', India at the United Nations

Washington: India has told the United Nations Security Council (UNSC) here that the era of categorizing terrorists as 'bad' or 'good' on the basis of 'political convenience' must end immediately. It issued a concept paper saying that categorizing terrorist acts as religious or ideological would undermine the shared global commitment to fight against terrorism.

India, as the current chair of the 15-member United Nations Security Council (UNSC), will host two important events on reforming multilateralism and counter-terrorism measures on December 14 and 15, which will be led by External Affairs Minister S Jaishankar. Ahead of the meeting, India's Permanent Representative to the United Nations Ruchira Kamboj wrote a letter to Secretary-General Antonio Guterres asking that a concept paper for discussion on the subject be circulated as Security Council documents.

The concept paper written last week states that 'The terrorist attack on September 11, 2001, in New York changed the international approach in dealing with terrorism. Since then there have been terrorist attacks in London, Mumbai, Paris, and many parts of West Asia and Africa.' It said that these attacks demonstrate that the threat of terrorism is serious and universal and that terrorism in one part of the world has serious implications for peace and security in other parts of the world.
