Mumbai: The Supreme Court has allowed the bull race to resume in Maharashtra after four years. But this permission was granted on the same terms and conditions as mentioned in the Amended Act of Prevention of Cruelty to Animals by Karnataka and Tamil Nadu. Last Wednesday, the Maharashtra government requested the Supreme Court to lift the ban on bull race in the state and said, "It is being organized in states like Tamil Nadu and Karnataka. In such a situation, the State Government has taken up the work of Justice A. M. Khanwilkar and Justice C. T. Ravikumar told his bench that 'he should be allowed to conduct bullock cart races in accordance with the 2017 rules.''

All of you must be aware that the Supreme Court had banned Jallikattu, bull race, and bullock cart races across the country in 2014. Admitting that these violate the provisions of the PCA Act. However, Karnataka and Tamil Nadu had amended the PCA Act to allow regular bull races, which are still under challenge and are pending in the Supreme Court for more than 3 years. So far, a petition challenging the validity of amendments in the states of Karnataka and Tamil Nadu has been pending before the Constitution Bench of the SC since 2018. Now, an SC bench headed by Justice AM Khanwilkar said, "The validity of Maharashtra amendments will also be decided by the Constitution Bench along with Karnataka and Tamil Nadu.''

Senior advocate Mukul Rohatgi, on behalf of the Maharashtra government, says, "The Bombay High Court had stayed the implementation of rules by which the state wanted to conduct bullock cart races under strict rules. He then told the bench, "The ban should be lifted and we should be allowed to conduct the race in accordance with the 2017 rules. Moreover, he said, "The apex court can ask the collector concerned to monitor it which can be answerable. On this, the Bench said, "The rules already have this provision. On the other hand, Rohatgi said, "The Bench can say about caution and the state will be careful.''
