Moscow: For Ukraine to be secure, Russian President Vladimir Putin must "change by 360 degrees," German Foreign Minister Annalena Baerbock said at the Munich Security Conference. Dmitry Medvedev, a former Russian president, clarified that he must carry on doing what he is currently doing.

At a panel discussion titled "Visions for Ukraine," speakers Baerbock, Blinken, and Kuleba attempted to paint a picture of what the nation might look like after the conflict. A "long vision" of victory for Ukraine, according to Kuleba, includes "compensations for the damage inflicted, accountability for perpetrators of crimes, and most importantly, Russia must change," echoing previous statements from Kiev.

He asserted that as long as Putin remains in office, "we will be in trouble," and that his resignation or retirement would bring about "a period of opportunity for all of us."

On the issue of regime change, Ukraine's Western backers are not all in agreement. The pro-Western coup in Kiev in 2014 was largely orchestrated by US Deputy Secretary of State for Political Affairs Victoria Nuland, who has explicitly called for this outcome. However, French President Emmanuel Macron stated on Friday that such a strategy is doomed to failure.
