CHENNAI: According to the recently announced Tamil Nadu Prohibition of Employment as Manual Scavengers and their Rehabilitation Rules, 2022, every individual hired to clean a sewer or septic tank would need to be given a list of 44 pieces of protective gear and safety gadgets by his employer.
"Under the Act, it is strictly forbidden to employ anyone for manual scavenging or dangerous cleaning of septic tanks and sewers. Only in exceptional circumstances, with the local authority's consent, and for reasons to be noted, can manual cleaning of sewers and septic tanks be done with safety precautions such as protective gear and gadgets "It read.
According to the notification made as per the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013, no person shall be permitted to clean a sewer manually without protective clothing and safety measures, with the exception of certain circumstances.
The local authority or appointed official must see to it that the 14 cleaning tools on a list are used by those who clean septic tanks or sewers. It said that cleaning a septic tank or sewer had to be done "only in day-light" and for no longer than 90 minutes at a time.
Between two stretches, there must be a 30-minute minimum break. The same rule applies following the cleaning procedure. At the entry location, "ensure that written operation and rescue protocols are displayed," it advised. According to the regulations, each local authority must conduct a survey of "insanitary latrines" and devise an appropriate timetable for the survey within its boundaries.
