Guwahati: Commander-in-Chief Paresh Barua has been appointed as the chairman of the Supreme Council by ULFA-I. ULFA-I said, because the organization has improved its constitutional infrastructure. ULFA-I said, the Defense Department will continue as before, constitutional infrastructure will be stopped. This decision has been taken unanimously by the Central Executive Council."

The ULFA-I has appointed Nayan Asom as the President of the High Council after the organization reformed the Council. Nayan Asom and Lt Gen Michael Asom are also members of the Supreme Council. AZ Sironam Asom, Arunodaya Asom and Samiran Asom have been appointed as members of the High Council. In addition, a thirteen-member lower council of ULFA-I has also been appointed, where Nayan Asom is the chairman. Earlier, the ULFA (I) had urged the Arunachal government to issue a permanent residence certificate for citizens of Assamese origin residing in the border state.

Arunachal Pradesh Chief Minister Pema Khandu, in a letter addressed to ULFA (I) chief Paresh Barua, has requested for effective steps in granting PRCs to Assamese residents. Barua said that "the legacy of countless families is now being questioned and reduced to a piece of paper". "The native Assamese speakers of Arunachal Pradesh have been denied their right to obtain their Permanent Residence Certificate (PRC)," he said. "Therefore, I would like to humbly request the Chief Minister of Arunachal Pradesh not to let the legacy of countless Assamese families get destroyed," he said.
