Thiruvananthapuram: Union Law Minister Ravi Shankar Prasad said on Tuesday that only Parliament has the powers to pass an Act on citizenship and no state assembly, including the Kerala Legislative Assembly, has this right. Ravi Shankar Prasad's statement came just hours after a resolution was passed by the Kerala Legislative Assembly seeking revocation of the citizenship (amendment) act.

Significantly, this Citizenship Amendment Act (CAA) gives the right to grant Indian citizenship to non-Muslim minorities who have come to India due to religious persecution in Pakistan, Afghanistan, and Bangladesh. Ravi Shankar Prasad told the press that, it is only Parliament that has the right to pass any law on citizenship, not any other assembly including Kerala Legislative Assembly.

Ravi Shankar Prasad said that this law is not related to Indian citizens and because of this it neither creates nor snatches citizenship. The Union Minister reminded that former PM Indira Gandhi and Rajiv Gandhi gave citizenship to Ugandan minorities and Sri Lankan Tamils respectively. Prasad expressed surprise that if Congress does this job then it is fine and when Prime Minister Narendra Modi or Home Minister Amit Shah does the same thing then how is it a problem.
