Lucknow: In Uttar Pradesh, the recruitment case has reached the high court. In 2013, the Police Recruitment Board of Uttar Pradesh had advertised for 41,610 constables. That has been causing controversy from time to time. The latest controversy has arisen over the introduction of 20 per cent horizontal reservation for women in the unviable category. The candidates allege that 2,134 OBC women were appointed to meet the quota of 20 per cent of the general seats as they could not get as many women candidates in the general category.
Advocate Marginal Singh of the petitioners said that as per the rule, men belonging to the general category should be appointed in the remaining seats of women's reservation. Justice Ashwani Kumar Mishra, who is hearing the petition, has directed to file a reply on the objections raised in the petition by August 19. Candidates say that from 41,610 posts, 17,750 seats are of General, 9,585 OBC and 7,455 SCs.
If women see a horizontal reservation ratio of 20 per cent, women should get 3,550 seats in general and 1,917 seats in OBCs. Earlier, the Police Recruitment Board had filed an affidavit in the court in a petition filed by Ravi Kumar Sharma on horizontal reservation that only 1,416 women belonging to the general category have been appointed. According to this, 2,134 posts of women are left in general.
The men belong to general category should be given the posts. The Police Recruitment Board, however, appointed OBC women to these posts to meet the quota of 20 per cent of the women. This is wrong as per the law, because the horizontal reservation of the reserved class can be given in the same category. In Uttar Pradesh, the sepoy recruitment issue is often in controversies, which makes the candidates very upset.
