This was 42 years ago. In 1979, a distressed farmer entered the Usrahar police station in Etawah district of UP in the evening. He looked around hesitantly and approached the head constable. The head constable, who was resting on his chair, saw him, and a thin farmer was standing in front of him. Sloppy kurta, dhoti tied in a back style, and bare feet. The constable said, "Yes, what's the matter?"

On this, the farmer said that he had come from Meerut to buy bulls at his relative's house. But on the way, a pickpocket cut his pocket and stole the money. So he had to write a complaint. The head constable slanted his eyes and asked, 'Why did you come so far from Meerut to buy bulls, brother? Is there evidence that someone has cut your pocket, your money may have fallen somewhere, or you have drunk the money, and now you are pretending to steal for fear of the householder? Overall, the policeman said, 'Complaint will not be written.'

The farmer stood in a corner in despair and began to think then a soldier called him. There was some discussion between the two and it was decided that if the farmer arranges for some 'expense', then his report will be written. The farmer agreed and the scribe started writing the complaint. After writing down the whole matter, the scribe said, 'Baba, will you sign or thumb impression?' The farmer said, 'I am not educated, so I will do thumb impression' The scribe moved the paper towards the farmer and also extended the ink pad.

The farmer, looking frustrated and upset, put his hand in his pocket and took out a seal and pen. Till the scribe could understand something, the farmer applied ink on the seal with a pad of ink and put it on the paper. The scribe read the paper by turning it, it was stamped, Prime Minister Government of India. The scribe was astonished that the farmer had written with a pen in his hand. Charan Singh. Now there was a stir in the police station. The entire police station was surprised that the country's PM Chaudhary Charan Singh had come to their police station to write a report as a farmer. However, on the basis of what had happened, the entire police station was suspended. The then leaders tell that Chaudhary Charan Singh used to come in disguise at any time to inspect the police stations and government offices.
