LONDON: In a rare address to the U.K. Cabinet, Ukrainian President Volodymyr Zelenskyy urged the British government to assist in boosting Ukraine's ability to strike deeper into Russia. This plea came amid ongoing and severe missile attacks on Ukrainian territory. Zelenskyy's speech at 10 Downing Street marked a significant moment, as he became the first foreign leader to address a UK Cabinet since U.S. President Bill Clinton in 1997.

Zelenskyy emphasized the need for "long-range capability" to target Russian weaponry sites as crucial for Ukraine's defense. He specifically requested the UK to lift any restrictions on the use of Western weapons by Ukraine, particularly those capable of reaching Russian soil. This call for support came as Russia continues its aggressive summer offensive, causing extensive damage in eastern Ukraine and targeting civilian areas, including a children's hospital in Kyiv.

Concerns and Clarifications

While some Western allies are hesitant to allow Ukraine to use their weapons against Russian targets due to fears of escalating the conflict, the UK government has stated that Ukraine can decide how to use the missiles supplied by Britain, provided they adhere to international law.

In a BBC interview, Zelenskyy sought clarity on Ukraine’s use of Storm Shadow missiles, which have a range of over 250 kilometers (155 miles). He stressed the urgency of using such long-range weapons to counter Russian attacks on Ukrainian infrastructure, including hospitals and schools.

UK Defense Secretary John Healey confirmed that Ukraine has permission to use these missiles against Russian targets. However, he acknowledged that the rules regarding what can be targeted and under what conditions are complex and currently under intense negotiation.

The United States, a major military supporter of Ukraine, recently adjusted its stance, allowing Ukraine to use longer-range missiles provided by the U.S. to strike inside Russia if acting in self-defense. This marked a shift from the previous policy of restricting such strikes to avoid further escalation.

UK’s Continued Support

British Prime Minister Keir Starmer, whose Labour Party government was elected two weeks ago, reiterated the UK’s commitment to supporting Ukraine. Starmer announced plans to "double down" on this support, including a new treaty to enhance military production and providing Ukraine with 3.5 billion pounds ($4.5 billion) in export financing for weapons procurement.

During his visit, Zelenskyy also highlighted the urgent need for more ammunition, weapons, and stringent sanctions on Russia. At a recent European Political Community summit, European leaders agreed to impose tighter sanctions on Russia’s shadow fleet, which is reportedly used to evade oil sanctions.

Starmer emphasized that Ukraine remains a central focus of his government’s agenda, underscoring the strong international support for Ukraine and the enduring ties between the UK and Ukraine.
