Big disclosure about Arogya Setu App, NIC does not know about creator of app

The Central Information Commission on Tuesday sought a response from the National Informatics Center (NIC) that when Arogya Sethu is named on the app's website, did it not get details about the app's development? The Commission has sent show-cause notices in this regard to several Chief Public Information Officers (CPIOs), including the National e-Governance Division (NeGD), Department of Electronics and Information Technology and NIC. In his notice, it has not given a clear answer to an RTI application put on this contact tracing app being used by crores of people. According to the information received, the Arogya Setu app is being promoted by the Central Government for use for contact tracing between Covid-19. As the Arogya Setu App website says that it has been developed by the National Informatics Center and the IT department, but in an RIT put up about this app, both have said that they do not have information about who developed the app. 

The information body has issued a notice on the government's 'evasive reply'. The Commission has said that refusal by the authorities to give information will not be accepted. Social worker Sourav Das had complained to the Information Commission that many departments had failed to give clear information regarding the development of the app. The Information Commission has issued a show-cause notice to all the concerned units asking why action should not be taken against them for 'creating an obstruction in giving information' and 'giving evasive reply' on RIT application.

Das had sought information regarding the initial proposal of the app, details of the approval received, in this work to the existing companies, individuals and government ministries. He also sought copies of information exchange between people involved in app development. However, his application revolved between different government ministries for two months. It is also being said that NIC repeatedly said that the entire file related to the creation of the app is not with the centre. The IT Ministry then sent this RTI to the National e-Governance Division, which said that the information sought is not linked to their department.
