Central Govt seeks another 6 months to formulate CAA rules

The Ministry of Home Affairs (MHA) has sought an additional six months to formulate the guidelines for the Citizenship (Amendment) Act, 2019 (CAA), a bill that would expedite the citizenship process for six non-Muslim illegal groups in Pakistan, Bangladesh, and Afghanistan.

The Ministry has written to the Lok Sabha and Rajya Sabha subordinate committees on parliamentary legislation. The Act cannot be implemented unless the rules are written.

On January 9, a three-month extension was requested on the basis that the rules' construction necessitates further consultation and that the delay is due to the COVID-19 pandemic.

The request for an extension until October 9 has been sent to the parliamentary committee, according to a senior administration official. The government has requested a fifth extension.

The CAA was approved by Parliament on December 11th, 2019 and got presidential assent on December 12th. The Ministry said in January 2020 that the Act will take effect on January 10 of that year. The Ministry had previously requested time from the committees until April 9, 2021, which was then extended to July 9, 2021. A request was filed to extend the notification period to January 9, April 9, and now October 9 in order to publish the rules in the Indian Gazette.
