New Delhi: After the Rajya Sabha adjourned for the day, Union Minister Piyush Goyal expressed his concern on Thursday, stating that the Congress and other opposition parties seem determined to disrupt the smooth functioning of the Parliament. 

The Rajya Sabha had been adjourned until 2 pm on Thursday, and upon resuming, the Leader of Opposition in the House, Mallikarjun Kharge, voiced his frustration, claiming that he had been seeking a discussion on the Manipur issue since morning but was denied one. Despite the Chairman Jagdeep Dhankhar urging the opposition members to maintain decorum, continuous sloganeering forced him to adjourn the House for the day.

Addressing reporters after the adjournment, Union Minister Piyush Goyal remarked, "Considering the attitude of the opposition, it is evident that they are determined to hinder the functioning of the Parliament." He accused the opposition parties of disrupting the proceedings of the House, even after the Central government had expressed its willingness to discuss the Manipur incidents. "We made it clear that we are ready to discuss the Manipur incidents, yet the Congress and other opposition parties deliberately obstructed the proceedings, clearly showing that they do not want the Parliament to function," added Goyal.

The House reconvened at 12 noon after being adjourned in the morning for obituary references. The opposition members urged the Chair to consider the notices they had given for an adjournment motion. Chairman Jagdeep Dhankhar confirmed receiving 12 notices under Rule 176 for short duration discussions, and the government had expressed its willingness for a discussion on the situation in Manipur. Notices for discussion on rail safety and the unemployment situation were also received.

Leader of Opposition Mallikarjun Kharge referred to Union Minister Piyush Goyal's remarks regarding the government's willingness to discuss the issue and highlighted that the opposition members had also given notices. Derek O’Brien of Trinamool Congress informed that they had given notices under Rule 267 for a discussion on the Manipur situation concerning the ethnic violence in the state. He further demanded that Prime Minister Modi address the House on the situation in Manipur. The Chairman adjourned the House until 2 pm amidst the din in the House.
