New Delhi: The Monsoon session of Parliament is poised to conclude on Friday after three weeks of intense debates, during which both the Opposition and the treasury benches clashed over the issue of ethnic violence in Manipur.
In the meantime, the suspension of Congress MP Adhir Ranjan Chowdhury, who also leads the Opposition in the Lok Sabha, is expected to take center stage in the Lower House proceedings. Sonia Gandhi, Chairperson of the Congress Parliamentary Party, has convened a meeting with Lok Sabha MPs from the party this morning to address Chowdhury's suspension. The meeting is slated to convene at the party's parliamentary office at 10:30 am.
As per the scheduled legislative agenda in the Lok Sabha, Union Finance Minister Nirmala Sitharaman will introduce the Central Goods and Services Tax (Amendment) Bill, 2023. The central government is proposing a legislation in the Lok Sabha to establish a 28 percent Goods and Services Tax (GST) for online gaming, casinos, and horse racing. Sitharaman will also present the Integrated Goods and Services Tax (Amendment) Bill, 2023. Both bills will be up for discussion and consideration.
In the Lower House, YSRCP MP Reddeppa Nallakonda Gari will put forward a private member resolution regarding the 'Beautification and Modernization of Railway Stations under the Adarsh Station Scheme'. On the other hand, in the Rajya Sabha, CPI MP Binoy Viswam will introduce a private member resolution advocating for the formulation of a Gig Workers’ Rights Bill. This bill will encompass provisions for mandatory registration of both aggregators and workers, issuance of unique IDs, establishment of minimum wages, collection of fees for social security benefits, and creation of a Gig-Workers’ Welfare Fund under a Gig-Workers’ Welfare Board to safeguard the well-being of gig-workers and their dependents. Another private member resolution in the Rajya Sabha, to be presented by CPI MP John Brittas, seeks amendments to Section 18 of the Constitution (One Hundred and First Amendment) Act, 2016. The amendment aims to provide compensation to the states for the loss of revenue caused by the implementation of the GST for a span of ten years.
In the Rajya Sabha, RJD MP Manoj Jha has issued a notice for the suspension of business, urging for a discussion on the situation in Manipur. Furthermore, he has demanded that Prime Minister Narendra Modi address the Manipur issue in the Upper House. The notice states, "I propose a motion to adjourn the business of the House Under Rule 267 of the Rules of Procedure and Conduct of Business in Rajya Sabha, to deliberate on the failure of both the Union and State Governments to reinstate peace and maintain law and order in Manipur. This negligence has resulted in the violation of fundamental rights of the citizens of Manipur. Thus, it is imperative for the Prime Minister to provide a comprehensive statement on this matter, followed by an extensive discussion on the floor of the house."
On Thursday, Prime Minister Narendra Modi participated in a debate on a no-confidence motion, wherein he referred to the violence-affected Manipur as an integral part of the nation. He expressed his commitment to reestablishing tranquility in the northeastern state, paving the way for progress. "The northeast holds a special place in our hearts. The issues faced by Manipur are sometimes depicted as recent problems," PM Modi remarked.
The no-confidence motion was defeated in the Lok Sabha with the NDA comfortably prevailing in a voice vote. The opposition had brought forth the no-confidence motion against the Modi government on July 26, which was deliberated upon under the leadership of Lok Sabha Speaker Om Birla.
