Today is the fourth day of the Monsoon session of Parliament. The Parliament's proceedings will start for the first time after the TDP's non-confidence motion on Friday. There is an important legislation in the Rajya Sabha today while the Second Amendment Bill will be introduced in the Lok Sabha. There is a possibility of a ruckus on the issue of Rafael Deal in Parliament today. On the issue of Andhra Pradesh, there can be a standoff in the House.

In the Rajya Sabha, the Chairman demanded to raise the issue under the rules.Some MPs have stood up. Rajya Sabha proceedings have been adjourned till 12 o'clock due to agitation.

Congress leader Anand Sharma raised issue of misuse of investigating agencies while raising an issue of corruption prevention bill in the Rajya Sabha. He said that institutions such as CBI, ED are creating an atmosphere of fear. In many cases, separate FIRs are being lodged. The President objected to this and said that you can not question the reliability of an institution without any issue.

In the Lok Sabha, Union Minister Prakash Javadekar has answered questions related to issues related to higher education. In the Rajya Sabha, Speaker Venkaiah Naidu told the House that he has got a notice for several MPs under 267 but discussion on these issues can not be allowed.These issues will be discussed later.
