Shimla: Building key e-governance infrastructure, the government of Himachal Pradesh has tied up with the Indian School of Business to generate a common digital platform ‘Him Data Portal’ which will integrate data from all government departments and will be used for delivery of key government welfare schemes and activities in a targeted manner to the ‘real’ beneficiaries.
Sukhvinder Singh Sukhu, the chief minister of Himachal Pradesh, said on Friday that all state government agencies must work together, connect, and respond to the demands of the public more quickly by obtaining accurate and real-time data.
He was speaking at a symposium on governance and technology in Mohali that had been organised by the Bharti Institute of Public Policy of the Indian School of Business (ISB).
The Chief Minister unveiled the "Him Data Portal," a standard digital platform that would bring together data from various companies to implement welfare programmes and better serve the general public.
"The Himachal Pradesh government will launch the Him Parivar initiative in July 2023, which will provide the state's residents a unique digital identity. Through Him Pulse, which will support and improve Him Parivar's ability to link digital identity to the distribution of benefits to the targeted population, this will boost the state's benefit delivery systems, said Sukhu.
He said that the Him Parivar Project would make information regarding necessities like ration cards, family registers, power, and drinking water easily accessible with just one click. He claimed that it would be simple for those involved in the Him Pariyojna project to learn about various welfare programmes.
"I believe that the straightforward off-the-shelf connection will not only save the public time but will also bring about more efficiency in the working of the Government aside from transparency," he said, adding that this will primarily help the targeted areas. The CM went on to say that "Good Governance," which includes better administration and a gradual approach to growth, is the most crucial element of a welfare state. He said, the state government's goal is to provide basic services to everyone in the state, and in order to do this, reliable digital data about the services and the recipients is essential.
"The Him Data Portal will bring useful data from many departments' diverse domains together, assisting in the coherent visualisation of trends, gaps, opportunities, and connections, which would increase governance efficiency. Additionally, it will help operators get insight into crucial transactional components, smart recovery procedures, and connected system breakdowns to the mutual advantage of the public and the government, Sukhu said.
The Chief Minister stated, "In the very first budget, our government stressed adopting cutting-edge data collection and research techniques so that available resources could be better utilised." He said that Himachal would be the most wealthiest state in the nation in the following ten years. This cooperation will significantly contribute to raising the socioeconomic prosperity of the state.
