The Ministry of Home Affairs (MHA) has issued a statement extending the lockdown till November 30. It has extended the unlock guidelines issued on September 30 to follow till November 30, 2020. The MHA said, "In respect of certain activities, having relatively higher degree of risk of COVID infection, State/ UT Governments have been permitted to take decisions for their re-opening, based on the assessment of the situation and subject to SOPs," in a statement released on October 27.

Re-opening includes schools and coaching institutes, state and private universities for research scholars and also the permission for gatherings of more than 100 people and so on. But the containment zones will follow strict lockdown deployment. About crossing the state boundary, the central government has said there shall be no restriction on inter-state and intra-state movement of persons and goods. There is no requirement to get any separate permission, approval, or e-permit for the travel.

The MHA further said the national directive for COVID-19 management will continue to be implemented across the country. The reopening and progressive resumption of activities may move ahead but it does not mean the end of the pandemic, says MHA. MHA further added Chief Secretaries/ Administrators of all States/ UTs are advised to endeavour to promote COVID-19 appropriate behavior extensively at the grass-root level and ensure to enforce the wearing of masks, hand hygiene, and social distancing.
