Khattar Government denies obeying Prime Minister's Committee Orders

IAS official Ajit Balaji Joshi from the Haryana cadre is still waiting to be transferred to Punjab despite the transfer orders being issued on May 31. His wife, IAS officer Gauri Parasher Joshi from the Odisha cadre, has already been relocated. Despite the instructions from the Appointments Committee of the Cabinet, led by Prime Minister Narendra Modi, the Chief Minister's Office has in this unusual case refused to release an IAS officer. The influential bureaucracy and real estate developers in the state of Haryana have become more curious as a result.

Ajit Balaji Joshi and Gauri Parasher Joshi, a married IAS officer pair, requested a transfer to the same state cadre in October 2020, and the Chandigarh bench of the Central Administrative Tribunal (CAT) granted their request. The CAT then ordered the Union to reevaluate the transfer to Punjab. Ajit Balaji Joshi from Haryana and Gauri Parasher Joshi from Odisha was subsequently accepted for transfer to a third cadre in Punjab on the basis of marriage by the Appointments Committee of the Cabinet, which is chaired by Prime Minister Narendra Modi.

Gauri Parasher Joshi assumed her position as Special Secretary For School Education in Punjab on August 11 following her release from the Odisha cadre. Ajit Balaji Joshi, meanwhile, is still employed at two positions in Haryana and is awaiting his earliest release from the state. Ajit Balaji Joshi is the CEO of the Panchkula Metropolitan Development Authority and the Chief Administrator of the Haryana Sheheri Vikas Pradhikaran, Panchkula. Given the rising demand for land and development in Panchkula, these are thought to be quite formidable positions. The Joshi family is still waiting for Haryana to comply with the directive from the Prime Minister-chaired Appointments Committee of the Cabinet.

There is a rumour going around the bureaucracy that Ajit Balaji Joshi is being pressured by interested parties to remain with the Haryana cadre for a longer period of time so that they can complete projects that are in their best interests. In addition, despite the directive from the appropriate authority, Haryana Chief Minister Manohar Lal Khattar and Chief Secretary Sanjeev Kaushal support keeping Ajit Balaji Joshi in his position. Ajit Balaji Joshi's judgments at the Panchkula Metropolitan Development Authority and the Haryana Sheheri Vikas Pradhikaran are being closely scrutinised as a result of unjustified delays in his transfer.
