New Delhi: The Lok Sabha passed the Transgender Persons (Protection of Rights) Bill, 2019. The bill seeks to bring transgenders into the mainstream of society and provide a methodology for their social, economic and educational empowerment. Replying to a discussion on the bill in the House, Minister of State for Social Justice and Empowerment Ratan Lal Kataria said that the bill covers most of the recommendations of the Parliamentary Standing Committee.

The bill provides for punishment for those who commit crimes against transgender people. After the Minister's reply, the Lok Sabha passed the bill by voice vote rejecting some amendments by the opposition. The government had introduced the bill on July 19. The bill was approved by the Union Cabinet on July 10. The government is of the view that it will help in bringing the marginalised sections into the mainstream with the prevention of discrimination and misbehaviour.

The bill seeks to ensure that no transgender person is discriminated against in matters related to employment, recruitment, promotion and other related issues besides issuing identity certificates to transgender persons. On the other hand, the government also introduced the Chit Fund Amendment Bill in the Lok Sabha. The bill was introduced by Minister of State for Finance Anurag Thakur, which seeks to revise the ceiling of the collected chit amount from one lakh rupees to three lakh rupees. On the other hand, the ceiling for chit funds for firms is rs 6 lakh to 18 lakh rupees.
