Manipur government extends the AFSPA in the state until Dec 2022, Imphal Excluded

The Armed Forces Special Powers Act (AFSPA) was extended for another year by the Manipur government on Tuesday The statute has been implemented across the state, with the exception of Imphal, the state capital. Governor La Ganesan has declared Manipur, save for the Imphal municipal jurisdiction, as a "disturbed region" under the Act, according to Special Secretary (Home) H Gyan Prakash's order.

"Whereas the Governor of Manipur is of the opinion that the entire state of Manipur is in such a disturbed situation as a result of violent operations of different extremists/insurgents groups, the use of Armed forces in assistance of civil power is essential," said the December 8th announcement.

"Now, therefore, in exercise of the powers conferred by section 3 of the Armed Forces (Special Powers) Act, 1958 (Act no.28 of 1958) as amended from time to time, the Governor of Manipur hereby grants ex-post facto approval to declare the entire State of Manipur, excluding the Imphal Municipal Area, as a "Disturbed Area" for a period of one year, with retrospective effect from December 1, 2021," In addition, the Centre has prolonged AFSPA in Nagaland till June 30, 2019, calling the whole state a "disturbed region."

According to the Ministry of Home Affairs' Gazette notification, "Whereas the Central Government is of the view that the whole territory encompassing the entire state of Nagaland is in such a disturbed and hazardous condition that employment of military forces in assistance of civil is required" (MHA). The AFSPA gives security personnel the authority to conduct operations and arrest people without a warrant. It also grants the troops immunity if they kill someone.

Meanwhile, hundreds of Nagas from all walks of life took part in a two-day walkathon from Nagaland's Dimapur to the state capital Kohima on Monday, seeking the repeal of the AFSPA. The march began at the Super Market area of Dimapur with volunteers and participants holding placards, demanding the repeal of the AFSPA and justice for the victims, who were killed by security forces in a botched anti-insurgency operation in Mon district over December 4 and 5.
