New Delhi:  The fourth day of the Parliament's Monsoon session witnessed a significant development as several MPs from opposition parties issued notices in both the Lok Sabha and the Rajya Sabha, seeking a discussion on the contentious Manipur issue. This particular matter has been the primary reason behind the continuous logjam in both Houses since the commencement of the session.

In the Lok Sabha, Congress MPs Manish Tewari and Gaurav Gogoi have taken the initiative by moving an Adjournment Motion Notice, pressing for a discussion on the current Manipur situation. Meanwhile, the opposition Rajya Sabha MPs, including K Keshava Rao, KR Suresh Reddy, Joginipalli Santosh Kumar, Badugula Lingaiah Yadav, Ranjeet Ranjan, Manoj Jha, Syed Naseer Hussain, Tiruchi Siva, and Imran Pratapgadhi, have jointly submitted a Suspension of Business Notice under Rule 267 to bring attention to the prevailing situation in Manipur.

A noteworthy meeting of the members of the Indian National Developmental Inclusive Alliance (I.N.D.I.A) has been convened at the office of the Congress national president and the Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge. The primary purpose of this gathering is to strategize the floor management approach before the Upper House convenes.
During the previous session on Monday, the proceedings of both the Lok Sabha and the Rajya Sabha were cut short due to the uproar caused by opposition leaders. They were insisting on Prime Minister Narendra Modi addressing the Manipur issue in both Houses before any other discussions took place.
Today's agenda in the Lok Sabha includes the tabling of the Sixty-sixth Report on 'Excesses over Voted Grants and Charged Appropriations (2020-21)'. Furthermore, Union Minister Anurag Thakur is expected to provide an update on the status of implementation of the recommendations from the 351st report of the Standing Committee on Education, Women, Children, Youth, and Sports regarding the Ministry of Youth Affairs and Sports.
As the proceedings resume in the Rajya Sabha at 11 am on Tuesday, the government's 36th report on the action taken regarding the observations and recommendations from the 20th report (Seventeenth Lok Sabha) of the Committee on ‘Tidal Power Development in India' will be tabled.

Also, a copy of the 22nd report of the department-related Parliamentary Standing Committee on External Affairs (Seventeenth Lok Sabha) concerning ‘India’s Neighbourhood First Policy’ will also be presented in the Upper House.

The Monsoon Session, which commenced on July 20, has an extensive list of legislative matters on the agenda. However, it has been marred by repeated adjournments due to protests, sloganeering, and disturbances caused by members of the fledgling grand Opposition alliance. Their demand for a statement from PM Modi regarding the Manipur situation has been at the center of the ongoing disruptions.
