According to Bhutto Zardari, the most concern is the institutionalization of Islamophobia through new laws and policies such as discriminatory travel restrictions and visa restrictions. Last year, the United Nations General Assembly approved a landmark resolution that Pakistan had proposed on behalf of the OIC countries, designating March 15 as the International Day to Combat Islamophobia.

Bhutto Zardari said that "the momentum generated by this resolution must be maintained."

Bhutto Zardari said that in order to track all these instances of discrimination and hate crimes in Europe and around the world, the OIC needs to further strengthen its observatory;

He suggested that the group should urge the United Nations High Commissioner for Human Rights and the Council of Europe Human Rights Commissioner to establish an observatory to track acts of religious hatred, enmity and violence against Muslims, and to regularly report on these incidents. According to Bhutto Zardari, as part of their bilateral relations with European countries, OIC member states should bring to the fore the difficulties faced by Muslims and make special efforts to obtain assistance in resolving these difficulties.
