On the request of the government of Rajasthan, the CBI had filed the current case in 2011, taking over the investigation of the one that had previously been filed with the state police.

The SHO Phool Mohammad was injured during a communal riot in the area and drove around with trash in his official vehicle. But the irate mob set fire to this car, killing Phool Mohammad in the process.

Following the incident, local police filed a case in 2011 at Man Town Police Station in Sawai Madhopur under the relevant IPC provisions and the Prevention of Damage to Public Property Act of 1984 against 21 offenders and unidentified individuals. The case was then promptly forwarded to CID Rajasthan.

The CID Rajasthan submitted a charge sheet against 19 suspects following an initial inquiry. Later, the CBI was given custody of the case.

The CBI submitted a supplemental chargesheet against 89 defendants, including two minors and police officers, following its probe.

It was found throughout the investigation that Mahender Singh Tanwar, the former deputy SP, had a personal hatred towards the former SHO under a variety of pretexts. He is suspected of conspiring with another suspect in the vicinity to incite the protestors, which was a collusive aid to the crime.

Moreover, on the day of the incident, he ran away from the scene instead of taking charge of it and lied to the supervisory officers about his control of the situation there.
