NEW DELHI: India Prime Minister Narendra Modi will address a dozen post-Budget webinars as part of efforts by the union ministries to build on the "Saptarishi" priorities outlined in the Union Budget presented in Parliament on February 1.

On February 23, 2023, at roughly 10 AM, Prime Minister Narendra Modi will give a speech at the first post-budget webinar on green growth. The government is holding the first in a series of 12 post-budget webinars to solicit thoughts and proposals for the successful execution of the objectives outlined in the Union Budget.

Six breakout sessions will be held during the webinar, addressing both the energy and non-energy aspects of green growth. The lead ministry for this webinar is Union Ministry of Power. A variety of stakeholders from the state governments, business, academia, and research institutions, as well as the public sector, would participate in these webinars in addition to the Ministers and Secretaries of the relevant Central Government Ministries and offer suggestions for better budgetary announcement implementation.

In order to usher in the nation's green industrial and economic transition, environmentally friendly agriculture, and sustainable energy, green growth is one of the seven major priorities of the Union Budget 2023–24. Also, it will create a sizable number of green jobs. The Green Hydrogen Mission, Energy Transition, Energy Storage Projects, Renewable Energy Evacuation, Green Credit Program, PM-PRANAM, GOBARdhan Scheme, Bhartiya Prakritik Kheti Bio-Input Resource Centers, MISHTI, Amrit Dharohar, Coastal Shipping, and Vehicle Replacement are just a few of the projects and initiatives included in the Union Budget.

There will be three sessions in each post-budget webinar. The Prime Minister will speak during the plenary opening session to kick things off. Following this session, separate breakout sessions on various topics will run concurrently. Eventually, during the closing plenary session, the concepts from the breakout sessions would be presented. Concerned ministries would create a time-bound action plan for implementing budget announcements based on feedback obtained during the webinar.

The webinars' main goal will be to coordinate the efforts of various ministers, departments, and other interested parties to create action plans with quarterly goals so that they can be implemented smoothly and quickly to produce the desired results.

PM Modi came up with the notion of post-budget webinars to engage all parties and create synergy in the execution of Budget announcements. The "Saptarishi" priorities listed in the Union Budget 2023–24 are being built upon by the many Ministries and departments organising these webinars.

In the recent years, the government has implemented a number of financial reforms, one of which is moving up the budget date to February 1 to provide ministries and departments enough time to use the funds locally before the monsoon season begins. The post-Budget webinars bring together subject matter experts from the public and private sectors, academics, business, and practitioners to collaborate on implementation strategies across sectors on a single platform. These webinars, which promote participation and ownership of all interested stakeholders in the successful, rapid, and smooth implementation of the Budget pronouncements, were launched in 2021 in the spirit of Jan Bhagidari.

The webinars are being done remotely, according to an official announcement, to guarantee widespread participation. The webinar on February 24 will be 'Agriculture and cooperatives'.  The topics of the webinars on February 25 and 27 will be "Harnessing youth power, skilling and education, Reaching the last mile/leaving no citizen behind," and "Unleashing the potential: Ease of living with technology," respectively.

 

Urban development with a focus on planning will be the topic of the webinar on March 1, "Developing tourism in mission mode" will be the topic of the webinar on March 3, and "Infrastructure and investment: Improving logistic efficiency with PM Gatishakti National Master Plan" will be the topic of the webinar on March 4.

The topic of the webinar on March 6 is "Health and Medical Research," while the topics on March 7 and 10 are "Women Empowerment" and "PM Vishwakarma Kaushal Samman," respectively.

In the budget presented by Union Finance Minister Nirmala Sitharaman, the government has suggested increasing capital investment spending by 33% to 10 lakh crore in 2023–24, which would be 3.3 percent of the GDP.

"(This expenditure) would be 3.3% of GDP, or nearly three times the expenditure for 2019–20. Its significant growth is essential to the government's attempts to boost employment opportunities and growth potential, attract private capital, and act as a buffer against global headwinds "In her Budget speech to Parliament, Sitharaman stated.

The government has suggested raising the goal for agricultural financing to USD 20 billion with a concentration on dairy, fisheries, and animal husbandry. For the past six years, the country's agriculture industry has expanded at an average annual growth rate of 4.6%. Agri-startups by young entrepreneurs would be supported by an Agricultural Accelerator Fund, Finance Minister Nirmala Sitharman stated in her statement on the budget.  She said wants to expand the agricultural credit objective to $20 billion with a concentration on dairy, fisheries, and animal husbandry. For the past six years, the country's agriculture industry has expanded at an average annual growth rate of 4.6%.

She had stated that she will "create a sub-scheme of the current PM Matsya Sampada Yojana programme to promote value chain efficiencies."
