New Delhi: President Ram Nath Kovind on Sunday will complete five years of his term soon. Meanwhile, the President had given his assent to several bills of the Central and State Governments. Kovind was sworn in as the 14th President of India on 25 July 2017. However, some of the Acts have not come into force even after nearly three years of the President's assent. Such as the Citizenship (Amendment) Bill, 2019 which was approved by President Kovind on December 12, 2019. It is still to be implemented in the country. Because the Ministry of Home Affairs (MHA) has not yet framed the rules for its implementation.

The central government had also enacted a law aimed at granting Indian citizenship to people belonging to six minority communities like Hindus, Sikhs, Buddhists, Jains, Christians and Parsis who come from neighbouring countries of Afghanistan, Bangladesh and Pakistan due to religious persecution. The Criminal Procedure (Identification) Bill, 2022, was also signed by President Kovind on April 18, 2022. That too has not yet been implemented due to a lack of rules. Most of the opposition parties started opposing the bill. The Bill has also been termed as a direct violation of the fundamental rights of an individual.

Several state governments also started opposing the Criminal Procedure (Identification) Bill, 2022. There are reports that it is also not going to be implemented yet. The law allows law enforcement agencies to collect and store biometric data of people accused of crimes, in addition to those convicted. Apart from this, on September 24, 2020, the President gave assent to three farm bills. Which was revoked after protests. In 2021, another bill was introduced by the central government to repeal the three bills.

The Farm Laws Repeal Bill, 2021 was passed by the President on November 30, 2021. The National Investigation Agency Bill, 2019 was approved by the President on July 24, 2019. Similarly, the Unlawful Activities (Prevention) Bill, 2019, which was approved by the President on August 8, 2019, also empowers the government to designate individuals as terrorists for taking part in acts of terrorism.
