Chandigarh:  Bhagwant Mann, the chief minister of Punjab, has scheduled a meeting of the cabinet on Thursday, September 22. At Punjab Secretariat, the cabinet meeting is scheduled to begin at 10.30 am.

The Punjab government's instructions to call the assembly session for a "confidence motion" were rescinded by state governor Banwarilal Purohit on Wednesday due to the "lack of explicit rules" to do so. The agenda for the meeting, however, has not yet been disclosed. 

The assembly was called through the 3rd special session of the 16th Vidhan Sabha. The order from the governor of Punjab, Banwarilal Purohit, on Wednesday read, "I, Banwarilal Purohit, now rescind my orders, about calling the sixteenth Vidhan Sabha of the state of Punjab to meet for its third (Special) session on Thursday in the Punjab Vidhan Sabha hall."

Governor Purohit claimed in a letter to the secretary of the Punjab Vidhan Sabha that Additional Solicitor General of India Satya Pal Jain had provided a legal opinion on the entire matter.

"Satya Pal Jain, Additional Solicitor General of India, evaluated the situation and provided his legal opinion. In the Punjab Vidhan Sabha Rules of procedure and conduct of business, he has provided his legal opinion that there is no particular provision about the summoning of the Assembly for considering "confidence motion" simply "examine the letter. 

The reason the Punjab Governor withdrew his offer from September 20 was because of the aforementioned clause. Aam Aadmi Party slammed the Bharatiya Janata Party in response to the governor's move, claiming that "democracy has been killed in Punjab." 'This is another illustration of how the BJP is destroying democracy in Punjab. The Governor has never before in India's history revoked the special session's sanction. In the history of Indian democracy, this episode is the first of its kind. The BJP and the Congress were involved in a covert conspiracy that has now come to light", said AAP in its official statement.

The party went on to say that the BJP's security cover, Congress, had once again emerged as the Aam Aadmi Party in Punjab was exposing the public's cooperation in Operation Lotus. It said that the Governor has no authority to intervene in the operations of an elected government.

"More so than the Indian Constitution, the Governor appears to be emulating the Viceroy model of the British Raj. The Aam Aadmi Party has consistently opposed their repressive practises and will do so in the future "It was awful.
