Rajasthan becomes first Indian state to enact Right to Health Act

JAIPUR: Following several weeks of protest, the Rajasthan government and the protesting doctors ultimately came to an agreement on the "Right to Health" bill on Tuesday, making Rajasthan the first state in the nation to put the law into effect. Ashok Gehlot, the chief minister of Rajasthan, said on Twitter that an agreement had been struck and that Rajasthan would be the first state in the nation to adopt the "Right to Health."

"I'm glad that the administration and the medical community have finally come to an understanding regarding the "Right to Health," and that Rajasthan has become the first state in the nation to put it into practise. I wish the doctor-patient connection would continue to be the same in the future. #RightToHealth, "On Twitter, Ashok Gehlot said.

Notably, Rajasthan became the first state to do so on March 21 when it approved the Right to Health Bill, granting all state residents the right to free Out Patient Department (OPD) services and In-Patient Department (IPD) services at all public health institutions.

Private medical facilities and doctors in Rajasthan, however, appeared to be leery of it and were opposing the bill through a work boycott, pleading with the state government to reject its implementation. Eight demands were agreed upon by the doctors and the Rajasthani administration. The formal announcement of the agreement will be made by the doctors' body during a general body meeting in the auditorium at 4 o'clock. Soon after the governor gives his consent, the law will also receive an official notification. Eight major demands have been agreed upon by the administration and doctors.

The RTH law won't be fully applicable in private hospitals, and the cases filed during the movement would be withdrawn, are the main features of the agreement.

Private medical schools and hospitals operating under the PPP model will be subject to the RTH bill. The legislation will be applied to trust hospitals and hospitals receiving government-subsidized land. The cases that were filed during the movement will also be withdrawn. Every five years, the Fire NOC will be refreshed. Any rule modifications will only be made after consulting with two IMA representatives. Moreover, billing at reduced rates will continue to be exempt from the RTH AcT. 

The timing for the Rajasthan CM's arrival in Rajasthan to attend a programme has changed since he was originally expected there. However, the CM Office has not made any details on the same public.
