Rajya Sabha Scheduled to Review Repealing and Amending Bill, 2023

New Delhi: Today in the Rajya Sabha, the Repealing and Amending Bill, 2023 is slated for examination and approval. Arjun Ram Meghwal, the Union Minister of Law and Justice, will present the bill with the aim of revoking specific legislations and making alterations to one enactment. The bill had previously been endorsed by the Lok Sabha on July 28.

The primary objective of this bill is the abolition of 65 laws that have become obsolete or irrelevant due to the existence of other legislations. Additionally, it rectifies a minor drafting error present in the Factoring Regulation Act of 2011.

The First Schedule of the bill contains a roster of 24 laws set to be repealed. Among these, 16 are acts of amendment, while two date back to the pre-1947 era.

Moving forward, the Second Schedule of the bill contains a list of 41 Appropriation Acts that are intended for repeal. Among these are 18 Appropriation Acts pertaining to the Railway sector. These acts span from the years 2013 to 2017.

Concurrently, Meghwal will introduce the Chief Election Commissioner and other Election Commissioners (Appointment Conditions of Service and Term of Office) Bill, 2023 in the Rajya Sabha. This bill aims to regulate the appointment process, terms of service, and tenure of office for the Chief Election Commissioner and other Election Commissioners. Furthermore, it outlines the procedural framework for conducting business within the Election Commission.

Additionally, on Thursday, Prime Minister Narendra Modi is scheduled to address the Lok Sabha in response to a motion of no-confidence lodged by the opposition against the NDA government. This no-confidence motion was initiated on July 26 by the opposition and subsequently accepted by Lok Sabha Speaker Om Birla. The discussion on the motion was introduced by Congress MP Gaurav Gogoi on Tuesday, leading to a heated exchange between the Opposition and the Centre.
