New Delhi: Union Health and Family Welfare Minister Dr. Harsh Vardhan presented the Surrogacy (Regulation) Bill in the Upper House. The bill was passed in the monsoon session of the lower house, but it is necessary to get it passed by the Rajya Sabha for its implementation. The ruckus started as soon as this bill was introduced in the House. Dr. Harsh Vardhan explained why it is necessary to pass this bill. But the debate started on the passage in the Rajya Sabha and some changes were also suggested.

The Union Minister said that the basic objective of the bill is to prohibit the leasing of the womb for commercial surrogacy. The debate on the bill ended without a decision. Actually, surrogacy is a system, according to which, some couples depend on another woman for conception for the birth of a child. The couple hires a woman's womb to give birth to a child. There can be many reasons for this. For example, if the couple is not able to have children, or if the woman is in danger of being born.
