The daunting challenge is that the agriculture which despite having contributed 16.5% to the economy of the country, having consumed about 45% of the labor force, will be able to soothe these workers who have returned from outside? The simple solution is to set up small agriculture-based industries in the rural areas, and make agriculture wider by removing it from the scope of traditional crops like wheat-paddy, gram-pea and sugarcane. Why can't a farmer resume cultivation of linseed or sawan-kodo, considered healthfood? For the overall solution, heavy investment will have to be made on the necessary infrastructure and marketing mechanisms in rural areas. The government will have to make this investment. It cannot be left to the private sector in the process of continuously increasing profits.
