LUCKNOW: In the New Year 2023, the Uttar Pradesh Legislative Assembly will have a new set of rules, making radical changes in the Rules of Procedure and Conduct of Business of the Uttar Pradesh Legislative Assembly, 1958.

Mr. Satish Mahana, the Assembly Speaker, said that new rules are the need of the hour to run the Vidhan Sabha.  To write a fresh set of guidelines, he has constituted a committee of 10 people. Making changes to the current rule book would be a laborious process, he said, so it would be wiser to introduce a new one.

Shankeshwar Tripathi and retired special secretary from the finance department, SN Srivastava, are members of the drafting committee, which is led by the principal secretary of the Vidhan Sabha, Pradeep Dubey.

The committee will likely give the Speaker the text of the new regulations in January. The 13-member UP Vidhan Sabha Rules Committee would then be presented with it by the Speaker.

The Speaker himself chairs the Rules Committee, which consists of MLAs from several political parties.

The proposal would be presented to the House for approval after being authorised by the Rules Committee, the chief secretary said.

After new technology was implemented in the Vidhan Sabha, it became apparent that the 64-year-old Rules of Procedure and Conduct of Business of the UP Legislative Assembly needed to be replaced. The principal secretary remarked, "It became more crucial after e-vidhan was introduced in the assembly.

The notice period for convening the house would be cut from 14 to 7 days, which would be one of the significant modifications to the regulations.

The rules terminology will also be clarified because it has been noted that legslitaors, particularly novices, have trouble comprehending the regulations. Many other laws and procedures would also be clarified while also being made simpler.

As an alternative to the current practise of listing questions after the Cabinet adjourns the House sine die, a proposal to allow members of the House to list questions 15 days after the Speaker adjourns the House is also expected to be submitted.

The new rule book is expected to come into force for the 2023 budget session.
