KOLKATA: The West Bengal Assembly is set to begin a special session today to discuss and pass a significant Bill proposing the death penalty for those convicted of rape and murder. This legislative move follows the tragic rape and murder of a postgraduate trainee doctor at a state-run hospital in Kolkata, sparking widespread outrage and demands for swift justice.
The proposal for this special session was approved on August 28. Chief Minister Mamata Banerjee announced that an amendment to existing laws would be introduced during this session to ensure that those found guilty of such heinous crimes face the ultimate punishment.
The Bill will be tabled for discussion and a potential vote on September 3, the second day of the session, as confirmed by the Assembly Speaker.
Addressing a rally on August 28, Chief Minister Mamata Banerjee expressed her determination to see the Bill passed. She also warned that she would protest outside Raj Bhavan if the Governor delays approving the amended Bill or sends it to the President for further consideration.
The state government, led by Mamata Banerjee, has faced criticism over the handling of the incident, which led to nationwide protests demanding justice.
The body of the postgraduate trainee doctor was discovered on August 9 in the seminar hall of RG Kar Medical College and Hospital. This tragic event has underscored the need for swift and decisive action to ensure justice for victims of such crimes.
West Bengal minister Sovandeb Chattopadhyay emphasized the urgency of the situation, stating that the current legal process is too lengthy and that the new Bill aims to expedite justice in a timely manner. Once passed, the Bill will be sent to the Governor for his approval.
The monsoon session of the West Bengal Assembly was adjourned on August 5, but since it was prorogued and not adjourned indefinitely, no additional permission was required to reconvene the House for this special session.
