Addressing the program in Delhi on the occasion of National Science Day, President Ramnath Kovind said that people with special minds have been born on this earth. He said that there is a long and brilliant tradition of scientific investigation in our country. From ancient times to the medieval and then modern times, this land has been home to extraordinary knowledge which has pushed forward the front of human knowledge.

In his address, he further said that 'In terms of the number of publications in the Science Citation Index journals, today I place India in third place after China and America. He further said that since independence, India has given special emphasis to promote scientific temperament. Our constitution itself has defined this attitude as a fundamental duty. Thus, it is the duty of every citizen of India to carry forward the scientific temperament, humanism, and spirit of inquiry and reform.

President Kovind said during his address that on this day in 1928, Sir C.V. Raman announced an excellent discovery on light, known as the 'Raman effect'.
