He said that there is a long and brilliant tradition of scientific investigation in our country. In his address, he further said that 'In terms of the number of publications in the Science Citation Index journals, today I place India in third place after China and America. He further said that since independence, India has given special emphasis to promote scientific temperament. Our constitution itself has defined this attitude as a fundamental duty. Thus, it is the duty of every citizen of India to carry forward the scientific temperament, humanism, and spirit of inquiry and reform.
