In his charge sheet of Enforcement Directorate (ED) has filed case against departed Telecom Minister A Raja DMK  Rajya Sabha member Kanimozhi and others in 2011, the CBI had alleged that there was a loss of Rs 30,984 crore in the allocation of 122 licences for 2G spectrum.

Former Telecom Minister Raja had been in contact with the Prime Minister's Office (PMO) from November 2007 - a full two months before the scam was executed, wherein, despite the Prime Minister's letter demanding transparent auctions, A Raja refused to toe the line. Later in December, file notings in the Prime Minister Office (PMO) showed that the Prime Minister's Office was fully informed not only about A Raja's refusal to pursue the auction route, but in fact about the change in the list of priorities for applicants seeking spectrum from date of application to the date of compliance with Letter of Intent, or in simple terms, based on who makes the payment first, regardless of how long ago that company had applied.April 2014, the Enforcement Directorate (ED) filed a charge sheet against Nineteen people in which A Raja and Kanimozhi, in contact with a money laundering case matching to the scam.
