Budget 2018: Steps will also be taken for job seekers soon

In the special program of a news agency, Finance Secretary Hasmukh Adhia said that in this budget, there is no big relief for job seekers, but steps will be taken in the near future. Apart from this, he said that many employees in the country do not get transport and medical allowance.

Finance Minister Arun Jaitley did not make any changes to the rates and slabs of personal income tax in the budget of 2018-19. However, he has made a declaration to pay a standard deduction of Rs 40,000 to the job profession and pensioners. 

Aditya speaking on Long-Term Capital Gains Tax said that capital gains tax has been imposed as this asset class cannot be left without tax. But to give relief to small investors, Rs 1 lakh is given security. He said that 10 percent of LTC tax is still less compared to tax on other asset classes. 

The first step towards employment generation could be introducing the country's first National Employment Policy (NEP) in the coming Budget. The multi-pronged policy is expected to outline a comprehensive roadmap for the creation of quality jobs across sectors through economic, social and labor policy interventions.

India's organized sector created a little over 1,100 jobs a day in 2016-17 and though the rate of job creation was 2% higher than 2015-16, the NEP could catalyze things further. Significantly, it will reportedly also introduce reforms to attract enterprises and help medium and small-scale industries, which are major job providers. 

At an event organized by NITI Aayog earlier this month, which brought together over 40 economists,  employment was one of the key subjects discussed. The think-tank's Vice Chairman Rajiv Kumar said it was pointed out that educated unemployment among India's youth may be as high as 20%.

In a similar vein, according to the World Bank, 30.8% of India's population aged between 15 and 29 years are NEETs (Not in education, employment or training). Making matters worse, less than half the candidates trained by the National Skill Development Corporation-under the government's flagship scheme 'Skill India'-over the last two fiscals have reportedly landed jobs.
