In a latestupdate, the Unique Identification Authority of India (UIDAI) has introduced significant changes to the Aadhaar (Enrollment and Update) Rules. The alterations include the introduction of new forms for Aadhaar enrollment and updates, catering to both resident and non-resident individuals.

One notable change is the simplification of the process for updating demographic details, such as addresses, in Aadhaar. Unlike the previous 2016 rules that only allowed online updates for addresses, the new rules offer two methods for updating information in the Central Identities Data Repository (CIDR): visiting an enrollment center or using the UIDAI website/mobile application.

The updated rules also eliminate restrictions, indicating that, in the future, Aadhaar cardholders may be able to update details like mobile numbers online.

Forms for Aadhaar Enrollment have been overhauled, replacing the current ones. The new Form 1 is now applicable for residents and non-residents (with proof of address in India) aged 18 and above for both enrollment and updates. Notably, if an individual's age is declared or approximate, only the year of birth will be printed on the Aadhaar card unless documentary proof is provided for the complete date of birth.

Enrollment and updates for Aadhaar details can be based on document verification or confirmation by the Head of Family (HoF). NRIs are required to provide an email ID in Aadhaar, and if a non-Indian mobile number is provided, no SMS/text message will be sent, as per Form 1 guidelines. For NRIs, a valid Indian passport is the only acceptable Proof of Identity (POI).

Different forms are designated for various categories, such as Form 2 for NRIs with address proof outside India, Form 3 for children aged 5 to 18, Form 4 for NRI children outside India, Form 5 for children below 5, and Form 6 for NRI children below 5. Additionally, Forms 7 to 9 cater to resident foreign nationals of different age groups for enrollment, updates, and cancellation of Aadhaar number.

The notification also outlines the process for updating documents or information, emphasizing that Aadhaar number holders may update information ten years from the date of Aadhaar number generation. This can be done online through the UIDAI website or mobile application, or by submitting a form at an enrollment center. Unlike the 2016 rules, these updates were not permitted through online forms or mobile applications.

The UIDAI issued this notification on January 16, 2023, bringing about a fresh wave of changes in the Aadhaar enrollment and update procedures.
