Apart from most of the teachers, the students' union also participated. As a teacher, if the rules are not followed in the university, then the student or the teacher can raise a voice. For this, there was a one-day strike for non-compliance of reservation rules. A charge sheet has been issued against 48 teachers for their participation.

According to sources, the then Human Resource Development Minister Prakash Javadekar had said that the government was not banning freedom of speech. If that was the case, there is no point in charging a charge sheet now. In 2018, an agreement was reached between JNU, UGC and MHRD. The Central Civil Service (CCS) Rules were introduced in Central Universities or institutions of higher learning.

Under the agreement, teachers could not resist the central government's policies. This will take action as per rules. Teachers across the country protested against the CCS. However, almost all the universities have entered into an agreement under the CCS.
