Hyderabad: Andhra Pradesh has become the first state in the country to pass a 75% reservation proposal for private jobs for locals. The move has reserved 75% of jobs in all private industrial units and factories. Even if these companies do not get any help from the Government, this rule will apply to them. The Andhra Pradesh Assembly on Monday passed the Andhra Pradesh Industry and Factory Employment Act, 2019. Under the Act, 75% of seats have been reserved for local people in all categories of private jobs.

That includes factories, joint ventures as well as projects that include the public-private partnership model. The new Andhra Pradesh rule says that if local people with the necessary skills are not available, the companies will have to first train them with the state government authority and then hire them. Experts say this will not allow companies to pretend that they are not getting skilled workers.

The Act also says that only those units which are listed in the First Schedule of the Companies Act will be exempted from the Act. These mostly include hazardous industries like petroleum, pharmaceuticals, coal, fertilizers and cement. Companies will have to comply with these provisions within three years of the commencement of the Act and a nodal agency will have to provide a report every quarter about local appointments.

In fact, many states have long been demanding to reserve private jobs for the locals but no one has implemented it yet. Madhya Pradesh had said on July 9 that it would bring a rule under which 70% of the jobs would be reserved for the locals.
