Centre forbids fertiliser hoarding and black marketing

NEW DELHI: The Centre has issued an order that will attract legal action against producers and black marketers in light of the impact of the Ukraine-Russia war on the fertiliser trade and to prevent possible hoarding and black marketing in India. Dealers must also keep digital stock registers, govt asked.

India buys phosphatic fertilisers in large quantities from Russia. The scenario has been unsettling the globe over, with supply chain disruptions coming from both Russia and Ukraine. The government stated it is on the lookout for fertiliser hoarding and black marketing, particularly of potash.

"In cases where the samples were drawn from the dealers out of original sound bags (without any mark of tempering) and are found non-standard, both the dealer and the manufacturer shall be made parties for filing the case in the concerned court under the Act and proceedings under clause 31 of this Order," according to the order.

On March 7, the Fertilizer (Inorganic, Organic, or Mixed) (Control) Amendment Order, 2022 was issued in accordance with section 3 of the Essential Commodities Act, 1955 (10 of 1955) and published late Tuesday night.

The dealers must also 'maintain a digital stock register in the form that clearly displays the date wise stock position, opening balance, receipts during the day, sales during the day, and closing stock,' according to the directive.
