CHENNAI: The Greater Chennai Police have unveiled a comprehensive set of 11 guidelines aimed at ensuring a harmonious and safe celebration of the annual Vinayagar (Lord Ganesh) Chaturthi festival. As this year's festivities approach, it's imperative to understand these directives, which have stirred a variety of opinions.

While some view these guidelines as overly strict and bureaucratic, potentially complicating the participation of Hindus in the festival, others argue that they are essential for maintaining order and safety during the event. Let's delve into the key directives set forth by the police:

Permission from Local Authorities: Landowners planning to install Vinayagar idols must obtain the necessary permissions from relevant local bodies, the Highway Department, or the Government Department.

Safety Clearances: Organizers must secure a No Objection Certificate from the Fire Department, Electricity Board, and other relevant authorities.

Police Consent: The police station officer's consent is mandatory for idol installation, with organizers committing to comply with specified restrictions and conditions.

Height Limit: Vinayagar idols should not exceed 10 feet in height from the platform's base.

Location Consideration: Avoid installing idols near places of worship, hospitals, or educational institutions.

Security Measures: Two volunteers should be assigned on a 24-hour rotation to ensure the idols' safety.

Political and Religious Neutrality: The worship point should not display banners or billboards supporting political parties or religious leaders.

Safety Protocols: Strict adherence to fire safety rules and regulations is imperative. Electrical connections and pandals must be regularly monitored to prevent accidents.

Electrical Safety: Continual vigilance over electrical wire connections and pandals is vital to minimize the risk of accidents.

Immersions with Care: During permitted days for idol immersion, idols should be carried in authorized four-wheelers, following designated routes, and ensuring a peaceful procession.

No Firecrackers: Firecrackers are strictly prohibited near Vinayagar idol installations, procession routes, and immersion points.

However, the directive concerning slogans that incite "religious hatred" or "offend the sentiments of other religions" has sparked debate due to its vague nature. Some fear it could be used to suppress specific ideologies in today's politically charged atmosphere, where even chants of "Jai Shri Ram" are viewed as contentious.

Additionally, the ban on firecrackers during the Vinayagar idol immersion procession is seen as a positive safety measure. However, it has raised questions about similar precautions not being taken during AR Rahman's recent concert in Chennai. That event witnessed crowd mismanagement, stampede-like situations, incidents of molestation against women, and severe traffic congestion, raising concerns about safety and planning.
