Chinese National Arrested in Kinnaur District for Violating Inner Line Permit Regulations

Shimla: Chinese national Yudong Guo was arrested by Kinnaur district Police on June 7 for violating the Inner Line Permit regulations. Guo, accompanied by his Indian wife, attempted to enter the Kinnaur-Tibet border without the necessary permit late on June 6.

Presented before the Chief Judicial Magistrate in Kinnaur, Rekong Peo, on June 7, Guo was remanded to police custody until June 10. While his Indian wife was not detained, as Indian nationals do not require an Inner Line Permit for border travel within the district.

Charged under 14(a) of the Foreigners Act and Section 3 of the Criminal Abetment Act, the 34-year-old Chinese national's arrest prompted a response from Tribal Development and Revenue Minister Jagat Singh Negi. Negi stated, "The Chinese national, Yudong Guo, was apprehended in Kinnaur for Inner Line Permit violations. Although possessing passports and valid documents, foreign nationals must obtain local permission from the Sub-divisional magistrate and Additional Deputy Commissioner to visit restricted areas like Kinnaur. As they lacked Inner Line Permission, they were arrested."

Identified as Yudong Guo and his wife Disha Bharatakar, a Nagpur resident, the couple faced FIR charges and were scheduled for a magistrate hearing.

Foreign citizens are barred from accessing the Tibet border areas of Kinnaur, Himachal Pradesh, beyond Doobling without an Inner Line Permit. Despite this, Guo managed to evade restrictions, leading to his apprehension at Samdo.

DSP Kinnaur District Headquarters Naveen Jalta declined immediate comment, citing national security implications.
