Congress is gearing up to respond to the Modi government's plan of releasing a 'White Paper' by presenting its own 'Black Paper'. This move comes as a counter to the government's critique of the Congress-led UPA government's tenure. The 'Black Paper' aims to highlight the deficiencies of the Modi government's rule over the past decade.

Sources from the Congress party, suggest that Mallikarjun Kharge, the party's president, is likely to lead the presentation of the 'Black Paper'. Their objective is to offer a different perspective on the governance of the past decade, in contrast to the government's assessment.

During the Budget presentation, Finance Minister Nirmala Sitharaman had announced the government's intention to publish a 'White Paper'. This document would compare the economic performance during the tenures of the Congress-led UPA government and the BJP-led NDA government.

Jayant Sinha, chairman of the Standing Committee on Finance, highlighted the importance of the government's upcoming 'White Paper' during a discussion in the Lok Sabha on the interim Budget.

Sinha stated that the document would provide insights into India's economic challenges when the UPA government relinquished power. It would also outline the efforts made by the current administration to address these challenges. He pointed out that during the UPA regime in 2013, India was among the 'fragile five' economies globally, indicating the severity of the economic situation at that time.
