These are being constructed along the Line of Control and International Border of Jammu and Kashmir. These bunkers and community shelter homes are part of the state and central government's border security plan. Border residents often are at risk of shelling and attack from across the border. In view of Pakistan's continuous firing in Jammu and Kashmir, the Central Government has come out with a plan to construct bunkers in every house for the people of the villages adjoining the Pak border in the state so that no more people are harmed or killed in the firing of Pakistan in the coming days. ,

In 2017, Pakistan has targeted several Indian checkposts as well as security forces, including locals, in violation of the ceasefire 167 times in 2017. Pakistan has violated the ceasefire 204 times in 2016, 305 times in 2015 and 127 times in 2014. If you look at the 2017 figure, 109 people have lost their precious lives in Pakistan's firing, including 59 soldiers from the international border security forces stationed on the sea.
