Manipur Cabinet Sets New Date for Monsoon Session Amidst Ethnic Tensions

IMPHAL: The Manipur Cabinet, under the leadership of Chief Minister N. Biren Singh, has designated August 29 as the new date for the upcoming House session during the monsoon period. This decision was officially communicated by the Chief Minister's Office on Tuesday through X platform, formerly known as Twitter, following a deliberation by the Cabinet on August 21.

This marks the third instance of rescheduling by the Manipur Cabinet since the end of July. If successfully convened, this monsoon session would constitute the fourth session of the 12th Manipur Legislative Assembly.

However, on Monday, the 60-member Manipur Assembly was unable to convene a special session to address the ongoing ethnic tensions, as the Raj Bhavan, despite a recommendation from the State Cabinet, did not issue the necessary notification for the session.

Congress leader Jairam Ramesh stated on August 21 that the Manipur government initially appealed to Governor Anusuiya Uikey on July 29 to call for a special session of the Assembly in the third week of August. Subsequently, on August 4, a second request was made to convene the Assembly on August 21. Unfortunately, the Raj Bhavan did not release the required notification to conduct the special session.

Officials in Imphal, the capital city of the State, shared that the Governor usually issues session notifications 15 days prior to the scheduled date. A senior official mentioned, "We are anticipating a notification from Raj Bhavan this time."

As per regulations, an Assembly is obligated to hold a minimum of two sessions within a year. The most recent session of the 60-member Manipur House took place in March, and the following one is slated before September 2.

Nonetheless, due to "security reasons," the 10 Kuki MLAs, including seven from the ruling BJP, are unlikely to participate in the session if it eventually transpires.

The ongoing ethnic clashes between the Kuki and Meitei communities, ongoing since May 3, have resulted in approximately 160 casualties and the displacement of over 60,000 individuals.
