Bhopal : With the second budget presented in this month of the Kamal Nath government, the situation of the current budget 2019-20 is also visible. With the reduction in central tax and aid amount, the total budget may be reduced by more than Rs 27 thousand crore due to possible reduction in state tax collection. At the same time, the Finance Department has started preparations for budget revision. The Commercial Tax Department is negotiating revenue income every day. An income of 65 thousand 273 crore rupees was estimated in the budget from state taxes, which is likely to be reduced to about 56 thousand crore rupees now. The government has cut the budget of the departments by more than 20 percent due to decrease in revenue income. Right now it is expected to decrease further.

In this budget, when Finance Minister Tarun Bhanot presented the budget in the Legislative Assembly on 10 July 2019, then one lakh 79 thousand 353 crores based on the state's share in central taxes, grant-in-aid from the Center and income from state taxes. It was estimated to get revenue of Rs. Including the amount received from other means, estimated to have received two lakh 14 thousand 363 crore rupees and two lakh 14 thousand 85 crore rupees. At the same time, the central government has reduced the state's share in taxes by Rs 14 thousand 233 crore. The revenue that was to be received from the state's taxes has also fallen far behind the target.
The Finance Department estimates that the revenue in the treasury can be less than ten thousand crore rupees. At the same time, out of 26 thousand 68 crore central assistance, till January 31, only 15 thousand 862 crore rupees have been received. There is a possibility of getting about four thousand crores more. Since, the government has engaged in financial management in view of the decrease in revenue. The budget of the departments has been cut by more than 20 percent. With the purchase of new vehicles and equipment, the program has been banned in five-star hotels.

The effect of this budget cut is seen from the construction work to the increase in dearness allowance of the employees. At the same time, the work of the Public Works Department has stopped, then the contractors are not even being paid. In October 2019, the central government had increased the dearness allowance and relief of employees by five percent, which has not been implemented in the state so far. The payment of assistance amount of the beneficiaries of Chief Minister Kanyadan and Nikah scheme has also been half-finished.
