New Delhi: The apex court has issued a notice seeking a response to a petition seeking the management of an inner line permit for Assam. Two student organizations have challenged the amendment made in the Bengal Eastern Frontier Regulation 1873. Due to this amendment, the Citizenship Amendment Act (CAA) may come into force in Assam. However, the apex court has currently refused to stay the change in the law.
The Inner Line Permit is a kind of travel document, which the Government of India issues to its citizens so that they can travel for a fixed period of time in a protected area. It is worth mentioning that the term inner line permit is used for the states of the North-East since the British rule. It was made a provision in the 1873 regulation for the protection of local ethnic groups during the British Raj.
This step was taken for British interests in British-ruled India in the Bengal-Eastern Frontier Regulation Act of 1873, which was upheld by the Government of India with some amendments after the country became independent. The Inner Permit does not apply in all the states of North-East. These include the names of Assam, Tripura and Meghalaya. However, the demand for it has been increasing in the North-Eastern states. The North East Students' Organization has been demanding that the Inner Line Permit System be implemented in all the states of the North-East.
