Punjab Assembly seeks immediate transfer of Chandigarh to state

CHANDIGARH: The Punjab legislative Assembly revived a decades-old demand on Friday by passing a motion transferring Chandigarh to the state.

Punjab was reorganised through the Punjab Reorganisation Act of 1966, said Chief Minister Bhagwant Mann, who moved the resolution in a special one-day session. Punjab was reorganised into the state of Haryana, the Union Territory of Chandigarh, and some parts of Punjab were given to the then Union Territory of Himachal Pradesh.

The resolution urged the central government to uphold the Constitution's federalism principles and refrain from taking any actions that might upset the balance in the administration of Chandigarh and other common assets such as the BBMB (Bhakra Beas Management Board).

The central governmenthas been attempting to disrupt this balance through a number of recent moves. "Members of the Bhakra Beas Management Board were historically filled by officers from Punjab and Haryana, however the Central government recently advertised these positions to officers from other states and the Central government." Similarly, the Chandigarh administration has traditionally been divided 60:40 between Punjab and Haryana officers, it said.

"However, the Central government recently posted outside personnel to Chandigarh and established Central Civil Service Rules for Chandigarh administration staff, which goes completely against the previous arrangement," the Chief Minister remarked.
