The winter session of the Uttar Pradesh Legislature started in a ruckus on Tuesday. In order to run the proceedings of the house smoothly, opposition leaders especially SP leaders created a ruckus in both the houses by ignoring the request of the Speaker Hriday Narayan Dixit to cooperate with the leaders of all parties. SP members reached the bell with placards in their hands and started shouting slogans. Due to this, proceedings in the Legislative Council also had to be postponed. In the same vein, the Yogi government launched the second supplementary budget for the current financial year in both houses of the Legislature. The second supplementary budget size is Rs 4210.85 crore.
Emphasis on infrastructure in supplementary budget
The Yogi government introduced the second supplementary budget for the current financial year 2019-20 in both houses of the Legislature. The second supplementary budget size is Rs 4210.85 crore. In the second supplementary budget, the government has allocated resources for expressway projects and roads. For this, Rs 500 crores have been allocated for Purvanchal Expressway and Rs 200 crores for Bundelkhand Expressway. The supplementary budget has also allocated funds for the Defense Expo and Defense Corridor Project to be held in the capital in February. 86.81 crore has been allocated for organizing the Defense Expo. 960.94 crore has been allocated for the Poorvanchal Expressway for premature payment of loan taken from HUDCO. The government has also loosened the wallet for the establishment of new medical colleges in the state. 260 crore has been allocated for upgrading the district hospitals for the establishment of medical colleges in 13 districts. The government has also allocated Rs 32.21 crore for the construction of Anganwadi centers. The government has also allocated funds for the proposed Atal residential schools for the children of construction workers. A provision of Rs 130 crore has been made for this. Along with this, ₹ 25 crores has been allocated for stubble management in the districts of National Capital Region. Apart from this, ₹ 18.84 crore has been allocated for organizing the 23rd National Youth Festival.
For information, let us tell you that the Yogi government presented a budget of Rs 4,79,701.1 crore for the financial year 2019-20. On 23 July last, the government presented the first supplementary budget of Rs 13,594.87 crore for the current financial year.
Assembly adjourned for the first time due to ruling party
BJP MLA from Loni Nand Kishore Gurjar wanted to present his stand in the House against the police harassment, but he did not get a chance to speak and many other members of the BJP stood up. On this, the Speaker of the Assembly adjourned the House twice more for the first half-hour and then 15 -15 minutes. During the adjournment, several ministers of the government including Parliamentary Affairs Minister Suresh Khanna kept trying to convince the legislator.
SP's commotion outside and inside the house
Taking up the issue of citizenship amendment law with huge increase in crimes against women and weaker sections, inflation, collapsed law and order, problems of farmers, SP MLAs created a ruckus outside and within the House. Due to opposition uproar, the Legislative Council has to postpone the proceedings for 15 minutes. When the proceedings resumed, the SP members again started shouting slogans on issues like the Citizenship Amendment Bill, law and order, crime against women. Speaker Om Prakash Sharma has adjourned the house till 12.20 pm.
